1. Leadership and Accountability
• Focus: Integrity, Governance and Clear Roles
• RTOs must operate with integrity and have fit and proper governing persons who lead ethically and transparently.
• Governing persons should make informed, diligent decisions that drive compliance and foster a culture of objectivity and accountability.
• Staff and third-party roles must be clearly defined, and all involved must be kept informed of legislative and regulatory changes relevant to their role.
• Systems must be in place to ensure third-party compliance with the Standards.
2. Risk Management
• Focus: Proactive Identification and Mitigation
• RTOs must have a structured approach to identifying and managing risks to students, staff, and the organisation.
• Conflicts of interest must be monitored and disclosed.
• For students under 18, training content and delivery must align with the National Principles for Child Safe Organisations to ensure their safety and wellbeing.
3. Continuous Improvement
• Focus: Evaluation and Evidence-based Change
• RTOs are expected to monitor and evaluate their performance against the Standards.
• Outcomes from evaluations must drive continuous improvement in training delivery and service quality.
• Mechanisms must be in place to collect and analyse data lawfully from students, staff, industry, and other stakeholders, and use this feedback to enhance operations.
4. Practical Application for RTO Leaders:
• Establish governance structures that regularly review compliance.
• Use risk registers track key performance and exposure areas.
• Build feedback loops and quality assurance cycles into everyday operations.
• Ensure all staff understand their compliance responsibilities and can contribute meaningfully to continuous improvement efforts.
